Tustin began in 1868 when Columbus Tustin, a carriage maker, developed 1,300 acres carved from the former Rancho Santiago de Santa Ana. The city was formally incorporated in 1927 with around 900 residents. The downtown that developed between the 1880s and the early 1900s reflects that era of small-town California, with structures built from local materials and designed to serve community needs. The Artz Building, erected in 1914, originally housed the post office, a drug store, and a barbershop on West Main Street. The Stevens House, built in 1887, is a Queen Anne Victorian constructed of redwood shipped from northern California.

Today, Old Town Tustin remains a point of community identity. The city maintains an official historic walking tour with documented stops at fourteen key buildings, allowing residents and visitors to explore the architecture and history of the district. The Pankey Residence, built in 1928 in California Monterey style with unusually thick walls, and the Leihy House, a Craftsman bungalow from around 1915, represent the residential character that surrounded the commercial core. The city's preservation efforts balance maintaining that historic character with gradual revitalization of the district.
